Our principal, Holly Burton-Aro, is a highly accomplished professional with expertise in public private partnerships, strategic planning, organizational optimization and project/program management for international and domestic clients in the water, wastewater, solid waste, transportation and energy sectors. She is an adept leader with outstanding organizational and problem solving skills and sound critical and strategic analysis skills. She brings nearly 20 years of consulting and finance experience — 11 years in management consulting for utilities, including leading a regional management consulting group, and 6 years structuring loans for private sector infrastructure projects in Latin America and the Caribbean. She is a licensed Professional Engineer (PE) and a certified Project Management Professional (PMP).

She has worked with clients in both the public and private sectors; small and large projects/organizations; and local, municipal, state and international organizations. She has held the role of the consultant, lender, and owner’s agent and understands the point of view of the parties. These experiences, combined with her outstanding organizational and problem solving skills and sound critical and strategic analysis, enable her to assess situations from different perspectives to the client’s benefit.

Ms. Burton-Aro has successfully delivered service to many diverse clients throughout her approximately 20-year professional history. Some of her most noted accomplishments include (i) extensive public/private partnership experience (concessions, BDO, DB, DBOF) with investments valued over US$6.5 billion; (ii) core team member that structured some of the largest P3 water deals in the US; (iii) organizational optimization experience with small, medium and large organizations in the water and storm water sectors; and (iv) experience navigating the non-technical aspects of P3 deals, such as politics, institutional experience and track record, risk assessments, term sheet negotiations, at the highest level within government.
